PROGRESS in the REGULATORY

Hong Kong's EMDs(Electric Mobility Devices): What's Happening Now
Regarding the legal regulation of EMDs, including pedelecs(Pedal Electric Cycles), electric scooters, etc. in Hong Kong. The Transport Department has finished drafting the rules, and the related legal team is now turning them into official laws. The government will then submit a bill to amend the Road Traffic Ordinance and related subsidiary legislations to the Legislative Council.

**1. Legislative Timeline
On July 30, 2025, Secretary for Transport and Logistics Mable Chan said the government plans to report progress to the Legislative Council's Transport Panel soon, with the goal of submitting the amendment bill to the Legislative Council in 2026. If things go smoothly, the bill could enter the legislative process in the second half of 2026.

**2.  Registration and Certification
Once the law is passed, the government will set up a product certification system:
•  Manufacturers or distributors must apply to an approved third-party body for certification. Products must pass technical tests (speed, weight, brakes, lights, etc.) and battery safety tests (overcharging, short circuits, overheating protection).
•  Certified products will carry a QR code label so the public and police can easily check if a device is legal.
•  Users won't need a driving license, but they must be at least 16 years old, wear a helmet, carry no passengers, and only ride on designated cycle tracks.

**Estimated Time for Licensing**:
After the law comes into effect, the government is expected to start the certification process at the same time. If a product already meets the standards, certification could be completed in a few weeks to a few months. If additional testing is needed, it depends on how quickly the manufacturer cooperates.

**Overall, from the time the law takes effect until there are legally licensed devices on the market, it is expected to take about 3 to 6 months.**(Note: This 3–to–6 month estimate is based on reasoning or assumptions.)

**3.  Trials and Infrastructure
The government has already run shared electric-assisted bicycles trials in Pak Shek Kok and Tseung Kwan O(South). They are also studying how to expand the cycle track network in new development areas like Hung Shui Kiu to accommodate these devices. Plans also include adding first aid stations and restrooms near cycle tracks to improve the riding experience.

**"Healthy Mobility"**
In February 2026, the Hong Kong SAR government published a new Transport Strategy Blueprint. The "Healthy Mobility" strategy is a key part of making the city more liveable. It focuses on regulating and promoting EMDs.

**Inclusion in green transport system**: "Healthy Mobility" aims to integrate sustainable community concepts into urban planning. It actively promotes walking, cycling, and EMDs as green transport options for short trips or the "first and last mile," especially in new development areas where a "15-minute living circle" is implemented.

**Battery safety certification**: Battery safety is a key consideration in certification. The authorities require products to be tested according to local and major international standards. Tests include overcharging/discharging, short circuits, thermal protection, and vibration.

**Summary**:
The legal regulation process for EMDs in Hong Kong has entered the final countdown. Year 2026 is a crucial year. The government has emphasised that it will expand cycle track networks and supporting facilities in new development areas.
Since the government has committed to submitting the bill to the Legislative Council this year, more news on the legislative process is expected in the second half of the year. Keep an eye on announcements from the Transport Department and the Legislative Council.
